HEAD ENDORSEMENT OF THE COMRAA REPORT

The High Energy Astrophysics Division of the AAS strongly supports
the recommenations of the NRC Committee on the Organization and
Management  of Research in Astronomy and Astrophysics (COMRAA).  
We believe that the creation of an interagency planning
board would strengthen strategic planning for both space-based and
ground-based astronomy and foster cooperation between NASA and NSF.
We endorse the COMRAA support of multi-agency funding in the US as the
best way to ensure competition and creativity in scientific research.
